There are not so wonderful diving spots around Emirates, as they got bleached by polution / water temperature increase. You would be better off to go to places like Egypt, Maldives, Thailand.
Dubai is such an exercise in superlatives …. anybody that loves modernity and wealth should make it a priority to visit!
